Belton Council hears Parks' strategic plan

With only routine purchases on the agenda for new business Tuesday night, the highlight of the Belton City Council meeting was actually reserved for the work session following official business when Park Director Brian Welborn coordinated presentation of his department’s strategic plan for the next decade.

The plan, formally organized by Confluence, a consulting firm also used for the city’s strategic plan, used information gathered by a 2024 needs assessment survey compiled by ETC Institute, Welborn said.


Top priorities for investment, according to survey results, were paved connectivity trails for bikes and pedestrians, natural areas/conservation areas, paved walking trails within parks, neighborhood parks, splash pads/interactive play or fefatures, unpaved hiking trails within parks, fishing areas, playground areas, large community parks and outdoor public art.

Each of the city’s parks was slated for significant improvement over the next decade in the report, including:


Cimarron Trails Park: a new parking lot, new playground, shade structure, paved loop trail, pump track, basketball court, sand volleyball court;


Cimarron Trails Ball Field: dog park, paved loop trail, additional parking, shelter;


Cleveland Lake: Loop trail connections, unpaved hiking trails, restrooms, parking lot expansion, shade structure, bridge, park facility;


Dryden Family Arboretum: plan being developed as part of a separate project;


Country View Park of West Belton: Updated shelter, refurbished restroom, landscape planting plan, parking lot layout expansion;


Markey Park: Additional baseball/softball fields, synthetic playing fields, updated parking layout, nature based playground, loop trail connections, batting cages, additional restrooms;


Memorial Park: Maintenance facility, road connection to Senior Center facility, paved maintenance road, entrance gateway signage, depot station facility;


Military Park: Refurbished sports fields, shelter and restroom, loop trail, playground;


Smoot Peace Park: Sidewalk addition, decorative lighting, shade structure, landscape screening;


Somerset Park: Loop trail connection, beach/picnic areas, parking lot, retaining walls;


Wallace Park: Community center updates, pickleball courts, inclusive playground, field house, parking expansion.


The council also heard plans for a proposed new, more formal special event policy from Assistant City Manager Mike Ekey and City Clerk Andrea Cunningham. Also, Lt. Mary Bruegge of the Belton Police Department reported on the recent conclusion of the jail remodel.
