Child porn arrests made

By Allen Edmonds

Local authorities zeroed in on two child porn suspects over the last several days – one a 58-year-old Raymore man and the other a 29-year-old Freeman man. Both are being held without bond pending court appearances in Cass County Circuit Court.

Michael C. Phlanz

Michael C. Pflanz, 58, of rural Raymore was arrested at his Mullendike residence on Nov. 27 following the execution of a search warrant by Cass County Sheriff’s Office deputies. He’s charged with nine counts of possession of child pornography in addition to unlawful possession of a firearm and failure to register as a sex offender. He was required to register as a sex offender due to a 2001 guilty plea in Newton County to deviate sexual assault.

He was arraigned on Dec. 2 and will appear for a bond hearing at 9 a.m. Thursday, Dec. 11, before Associate Circuit Judge Jason Howell.

Samuel L. Sutcliffe of Freeman was charged with three counts of possession of child pornography following his arrest. He was also ordered held on no bond, but is currently in the Bates County Jail.

Samuel L. Sutcliffe

Sutcliffe was arraigned on Nov. 27 and has been scheduled to appear, also before Judge Howell, on Wednesday, Dec. 18 for a counsel status hearing, according to court records.

Probable cause affidavits were sealed by Prosecuting Attorney Ben Butler so details of the investigation are unavailable at this time. Missouri law allows such affidavits to have victim and victim address information redacted. Judges are empowered to seal entire documents, but there is no such order filed on the docket.
